Mission Statement

United Nations Truce Supervision Organization (UNTSO) through its Liaison Office to Cairo (LOC) is the representative office of the Head of Mission and Chief of Staff from UNTSO in Egypt. In this capacity the Chief LOC is under the command of and reports directly to the Head of Mission and Chief of Staff, UNTSO headquartered in Jerusalem. The mission of the Liaison Office to Cairo is to represent and sustain a visible UNTSO presence in Egypt, with an emphasis on the Sinai and Cairo, through liaison missions; maintain an organization that effectively integrates military and civilian components; maintain good relations with Egyptian, International and United Nations Organizations in Cairo; operate impartially in appearance and in fact; and give primary consideration to security and safety in support of UNTSO Headquarters in Jerusalem.

The United Nations Truce Supervision Organization (UNTSO) is the oldest of all UN Peacekeeping missions which started its work in Egypt in 1948 with Observer Group Sinai. Following the signing of the historic Camp David Peace Accord between Egypt and Israel in 1979, Observer Group Egypt was established on 1 April 1980. Observer Group Egypt manned six observation outposts in the Sinai, located in Ismailia, El Arish, El Nakhl, El Melize, Abu Rudeis and St. Catherine, with its headquarters in Cairo. In March 1993, the headquarters relocated to Ismailia and the six observation posts were reduced to three, El Arish, El Melize and St. Catherine. Between July and October 1995 two observation posts (St. Catherine and El Melize) were closed. Finally, in November 1996, the last observation post in El Arish was closed leaving Observer Group Egypt to operate from its headquarters in Ismailia. The newly named Liaison Office to Cairo (LOC) was established on 26 September 2008 as result of a mission change from an Observer Group to a Liaison Office and operates in Egypt at the express invitation of the Egyptian Government. The Area of Operations for Liaison Office to Cairo (LOC) is the Sinai Peninsula and Cairo.

 Tasks

Liaison Office to Cairo main tasks are as follows:

• Maintain a liaison with the Egyptian Government on behalf of the UNTSO Head of Mission and Chief of Staff, headquartered in Jerusalem

• Represent and sustain a visible UNTSO presence in Egypt, with an emphasis on the Sinai and Cairo, through liaison visits

• Liaise with Embassies of the UN Security Counsel Permanent Nations and UNTSO Troop Contributing Nations in Cairo

• Maintain regular contact with Egyptian military and civilian authorities (Ministry of Defense, Ministry of Foreign Affairs, etc) and with different UN agencies in Egypt

• Establish and maintain liaison with local authorities and key local figures

• Coordinate Egyptian border crossing and customs clearance for travel of UNTSO personnel

• Administrative support to Egyptian Military and Police Officers traveling abroad to other UN Peace Keeping Missions worldwide

Liaison Office to Cairo main tasks are as follows:
